- To solve the problem of high pipe burst rate, serious leakage, substandard water quality of tap water and “intermediate layer” caused by old pipes material and management, Shenzhen implemented “the reconstruction of water supply network project outside of former community special zone” and “high quality household drinking water project”(hereinafter referred to as the “two projects”). The two projects had adopted innovative management measures in the aspects of investment mode, project approval process, planning and control mode, pipe selection, maintenance and management, etc., which were of great social and economic significance. Leakage rate, pipe burst repair times, production and marketing difference rate were obviously reduced after the renovation. This paper introduced in detail the concrete innovative means of Shenzhen two projects, and analyzed its successful experience, which was of great significance to other cities.
