- The sponge reconstruction of old residences plays an important role in the construction of sponge cities, and public participation is crucial to the planning, design, construction supervision, operation and maintenance of rainwater systems. Firstly, this paper takes the sponge reconstruction project of the Zhenjiang Jiang’er community as an example to study with social network analysis (SNA) method. Problems such as low network density, general network structure constraints, less association between the public and other participants, lack of subjective participation and so on were found during the reconstruction project. Furthermore, a public participation model for the whole process of sponge reconstruction in old residences was designed based on the social network relationship theory and the life cycle theory. The impact of public participation on the structure of network relationships, network functions and other stakeholders’ behaviors were studied by the SNA method. The results showed that the public participation model designed in this paper could make the social network relationship closer and more stable, as well as get the rights more balanced, and the information transmission more independent and effective. The risk of sponge city construction could also be reduced. The model provides a theoretical and model basis for public participation in sponge city construction.
