- The cause of rainstorm floods in Liancheng County of Longyan City, Fujian Province was analyzed. Three aspects of nine kinds of reasons were identified and the system response and planning scheme of “upper interception, middle storage and lower discharge” was proposed. The overall planning of floods in the river basin should avoid the intrusion of flash floods into the city. The connection of water level elevation and drainage capacity between inland rivers, pipe channels and outer rivers should be strenthened. New area of the city should strengthen the construction control, drainage oriented, vertical design and organization. The current water system that can be used as the drainage channel should be retained combined with the vertical control layout, and the low?lying areas should be built with “dry and wet” regulation and storage space. Considering the location of the receiving body, the non?main road is reasonably designated as the discharge channel of excessive runoff. The construction scheme for waterlogging drainage in critical areas should be put forward through “one point (area) one policy” combined with stormwater pipe and canal reconstruction. This paper endeavored to provide references for the construction of resilient drainage waterlogging control system in southeast coastal hilly Counties.
