- This paper mainly studies the promulgation and implementation of Regulations on the Management of Rural Domestic Sewage Treatment Facilities in Zhejiang Province (hereinafter referred to as the management regulations), the first local regulation that specifically regulates the management of rural domestic sewage treatment facilities in China. This paper also discusses the necessity and feasibility of the legislation of the management regulations from two aspects： the demand for rural domestic sewage treatment work and the legislative basis. As the main content of the regulations, the scope of rural domestic sewage treatment and the composition system of treatment facilities in Zhejiang Province were introduced. The management structure and corresponding responsibilities of rural domestic sewage treatment were also analyzed from various aspects, including the whole process of planning, construction, operation, and maintenance, as well as publicity and education, capital, land, technology, electricity, science and technology, supervision, and assessment, especially the technical system and construction requirements. The regulations, based on the actual situation, have defined the obligations and legal responsibilities of all parties in the management of rural domestic sewage treatment facilities, which play an active role in improving the rural domestic sewage treatment in Zhejiang Province.
