- On September 1, 2020, China implemented the Solid Waste Pollution Prevention and Control Law of the People’s Republic of China(hereinafter referred to as the new Solid Waste Law). The new Solid Waste Law upholds the pollution prevention and control principles of “reduction, recycling and harmlessness”at a macro level. It provides further clarification on the responsibilities and powers involved in the supervision and management of solid waste. Additionally, it enhances the joint prevention and control management mechanism, and strengthens the requirements of the whole?process supervision system. Moreover, it clarifies the responsible subjects, increases the cost of illegal activities, and improves the payment management and guarantee mechanism. This paper serves to elucidate the management aspects outlined in the new Solid Waste Law, focusing on the treatment and disposal processes within the framework of comprehensive solid waste prevention and control. Additionally, it presents a case study on the land use management of sludge products in Beijing central urban area. Based on the aforementioned points, it is imperative for sewage sludge production units to continuously explore sludge disposal routes with the goal of urban sludge recycling. This entails establishing a standardized system for closed?loop management of the entire process, ensuring adherence to safety and specifications for sewage sludge treatment and disposal. Such efforts are in line with the management directives of the new Solid Waste Law and are driven by the overarching goals of carbon reduction. The land use of sewage sludge products was an effective way of resource development. The new Solid Waste Law offers legal protection for sewage sludge production units, utilization units and individuals in the management of solid waste utilization, and improves the development prospects of urban sludge land resource utilization.
