- To enhance the leadership and guiding role of standards, considering the urgent needs to formulate municipal engineering construction standards for important municipal public works, such as water supply and drainage, household waste, gas, heating, and supporting power and communication guarantee engineering in Xiong’an New Area, following the green concept of safety, efficiency, low-carbon, ecology, and wisdom, a key quality indicator system for municipal public works construction is constructed based on the idea of gradually expanding from source, process, end, and management. Common requirements, such as “one network unified management”for intelligent management and emergency safety guarantees, are integrated. Integration of water supply and drainage based on efficient water resource recycling, the energy supply and distribution mode of gas and heating system adhering to clean energy priority, multi-source and multi-directional, and interconnectivity, coordinating reduction-harmless-resource utilization of household waste through full classification, and the guarantee of safe-efficient-stable power supply and communication transmission, were all integrated into the construction process of the indicator system, providing basic support for the scientific and rational formulation of key quality standards for municipal public works construction.
