- Current stormwater source reduction designs in China primarily determine facility scales based on the annual runoff total control rate and design rainfall. However, the urban stormwater runoff total control standards targeting the annual runoff volume control rate and the annual rainfall event control rate, along with their corresponding facility scale determination methods, still require further clarification. This study conducted statistical analysis using long-term continuous rainfall event data from Beijing and proposed empirical curves and empirical formulas for the rainfall runoff total control rate. These are correlated with the facility design emptying time and can be used to determine facility scales. The results show that the empirical curves closely conform to exponential distribution characteristics. The theoretical exponential distribution curves exhibit good consistency with the annual rainfall control rate empirical curve. Under conditions of longer facility design emptying time, the theoretical exponential distribution curves also show strong agreement with the empirical curves for both annual runoff volume control rate and annual rainfall event control rate. In practice, when the facility design emptying time is specified, the empirical formulas for the annual runoff volume control rate and annual rainfall event control rate can be used for scale determination; otherwise, the theoretical exponential formulas or the annual rainfall control rate empirical formula can be adopted for conservative design.
