- Water resources are fundamental to maintaining ecological security and supporting economic prosperity. Under the combined constraints of water resources endowment and climate change, the supply-demand imbalance problem is becoming increasingly evident. Issues such as groundwater over-exploitation, cross-regional pollution transfer, and inefficient multi-sectoral water usage are becoming intertwined, amplifying water environment risks at both watershed and urban-rural scales. There is high innovation potential in the existing urban and rural water systems in terms of source separation and nutrient recovery, waste materials recycling, water consumption reduction, and wastewater reclamation. This study proposes a four-chain integrated framework, encompassing the water ecology and environmental governance chain, the water-saving and unconventional water utilization chain, the water sector basic industry chain, and the intelligent digital coordination chain. By advancing coordinated efforts in source pollution control, resource utilization of waste and sewage, ecological restoration, water conservation and source expansion, technology upgrading, and digital scheduling, the paper presents a systematic solution for the integrated development of urban-rural water-related industries. The framework aims to provide strategic guidance and practical reference for promoting high-quality development across the water sector.
