- Aiming at the prevalent challenges of low concentration and high water level operation of drainage systems in southern Chinese cities, this study takes the Meishe River basin in Haikou as the research object. A digital base integrating “pipe network GIS + on-line monitoring” was constructed, and an optimized water quality and quantity balance analysis method adapted to the combined working conditions of “external water intrusion + overflow pollution” was developed, realizing the quantitative analysis and spatial positioning of external water intrusion. A data-driven collaborative dynamic governance model covering design, investigation, construction, and operation and maintenance was also established. Under the limited condition that the excavation area only accounts for 16.7% of the service area, remarkable governance effects have been achieved: the volume of external water intrusion in dry weather has been reduced by 92.2%; the annual average BOD- concentration of the influent at the sewage treatment plant has increased from 36.9 mg/L to 82.9 mg/L (a growth rate of 124.7%); the water level of sewage pipelines has recovered from the full-pipe state to below the designed filling degree; and the water quality in the lower reaches of the Meishe River has stably met the class V standard for surface water. The above practice demonstrates that the digital precision governance model can realize efficient governance with minimal engineering disturbance, providing a replicable approach for the quality and efficiency improvement of drainage pipe networks in the old urban areas of southern cities.
