- In view of the rainfall-runoff regulation characteristics in Northwest China, a spatial assessment model for rainwater storage facilities was established at the drainage zoning level to investigate the effects of facility layout and scale on the flood control capacity of the drainage system. Simulation results showed that, for a conventional catchment area of about 2.5 km2, a storage volume of 1 500 m3 was economically reasonable and effective in reducing peak runoff flow and delaying outflow time. Compared with a centralized configuration with all storage facilities placed at the terminal end of the pipeline network, a distributed layout—with 500 m3 installed midway and 1 000 m3 at the terminal—proved to be more rational. This distributed arrangement could reduce the peak runoff flow by 10.7% and upgrade the system’s design storm return period from a 20-year event to a 100-year event, while also allowing for a reduction in the diameter of downstream pipe sections and thereby lowering construction costs. Practical applications demonstrated that rainwater storage facilities could be integrated with park green spaces, thereby achieving the goal of “dual use in normal and emergency situations”.
