- 在国家“减污降碳、提质增效”总体要求下，传统“按量付费”模式已难以激励污水处理厂主动提升进水浓度、削减污染物总量。中部地区A市近年来系统开展了以“分质定价+绩效考核”为核心的按效付费改革，形成财务费用随贷款市场报价利率（LPR）浮动、变动成本与污染物浓度关联、年度考核结果与付费比例挂钩的技术路线，并配套合同再谈判、参数动态调整、厂网一体化考核等制度，实现了财政资金与治污效能的精准匹配。本文对A市付费体系的方案框架、核算模型、调价机制、监管体系等进行系统介绍，其技术路线对同类型城市具有较高借鉴价值，可为污水治理市场化改革提供可复制、可推广的范式。
- Abstract:
- Under the overall national requirements of “reducing pollution and carbon emissions, improving quality and efficiency”, the traditional “pay-per-volume” model has become difficult to motivate sewage treatment plants to proactively increase the influent concentration and reduce the total amount of pollutants. In recent years, city A in the central region has systematically carried out a performance-based payment reform centered on “quality-based pricing + performance assessment”, forming a technical route of “financial expenses floating with LPR—variable costs being associated with pollutant concentrations— annual assessment results being linked to the payment ratio”. It is also equipped with systems such as contract renegotiation, dynamic parameter adjustment, and integrated assessment of wastewater treatment plants and drainage networks, achieving a precise match between fiscal funds and pollution control efficiency. This article systematically introduces the scheme framework, accounting model, price adjustment mechanism, and supervision system of the payment system in city A. Its technical route has high reference value for similar cities and can provide a replicable and scalable model for the market-oriented reform of sewage treatment.
