- 在国家数字化绿色化协同转型发展背景下,建设智慧海绵城市会加快推进城市水行业基础设施向智慧化转型。本文按照“统一标准、实时存储、动态更新、全民共享”的目标,聚焦海绵设施监测评估不系统、内涝风险预警调度不精准、海绵城市智慧监管不健全、海绵示范经验模式量化不足等问题,依托城市信息模型(CIM)、水动力模型,以“建体系、重成效、搭平台、突亮点”的实施路径,建设了马鞍山市智慧海绵平台系统。从总体架构、系统建设、技术亮点、场景应用4个方面,详细介绍了马鞍山市智慧海绵平台系统的建设及实践;针对监测布点、数据治理和平台智能化开发,总结了智慧海绵城市建设的经验做法。该系统的建成提升了海绵设施的可视化管理能力,在内涝预警调度、日常运维管理、年度考核评估等方面发挥了重要作用,可为全国同类城市的智慧海绵城市建设提供参考。
- Abstract:
- Under the national strategy of coordinated transformation and development of digitalization and greenization, the construction of smart sponge city represents a key trend in accelerating the intelligent transformation of urban water industry infrastructure. With the objective of “unified standard, real?time storage, dynamic update, universal sharing”, this paper focuses on problems of unsystematic monitoring and evaluation of sponge facilities, inaccurate early warning and scheduling of waterlogging risks, imperfect smart supervision of sponge city, and unquantified sponge experience models for sponge demonstration projects. Relying on the CIM platform and hydrodynamic model, a smart sponge platform system has been constructed in Ma’anshan with the implementation path of “establishing a system, emphasizing outcomes, building a platform, and highlighting distinctive features”. And the smart sponge platform system is introduced from four aspects: overall architecture, system construction, technical highlight and scenario application. The experience and practice of smart sponge city construction are summarized in terms of monitoring and distribution, data governance and intelligent platform development. With the completion of the system, visualized management of sponge facilities has been achieved, which significantly supports waterlogging early warning and dispatching, daily operation and maintenance, as well as annual assessment and evaluation. Moreover, the practical experience accumulated in the development of smart sponge city construction in Ma’anshan provides a valuable reference for similar projects nationwide.
