- 土地闲置是城市建设过程中一种常见的现象,严重时往往会对区域内产生较大负面影响。在以排水分区为单位进行海绵城市建设的过程中,以常州海绵试点区建设为案例,通过系统性地分析闲置用地对水生态、水环境、水安全三方面的影响,提出经济可行、综合统筹的闲置用地近远期建设管控策略,最终能以较低的造价,使原本闲置的用地融入海绵城市建设系统,使排水分区达到海绵城市建设效果。该建设策略同时也为海绵城市建设新形势下,因土地大量闲置而无法系统地对排水分区进行海绵城市建设的地区提供了一种新的建设管控思路。
- Abstract:
- Idle land is common during urban construction, which often has great negative impact on the region. In the process of sponge city construction with catchments, taking Changzhou sponge pilot area as a case, the economic feasible and comprehensive short-term and long-term construction control strategy of idle land was proposed through systematically analyzing the impact on water ecology, water environment and water safety. This eventually integrates the original idle land into sponge city construction system at relatively low cost, and ultimately enables the catchments to achieve effects. Meanwhile the construction control strategy also provides a new idea for catchments of sponge city which cannot be systematically constructed due to idle lands.
