摘要:
介绍了我国工程建设标准的发展历程，分析了现状工程标准体系存在的强制性条文分散、标准供给渠道单一、部分技术标准落后约束创新、标准国际化水平滞后等一系列问题。解读了当前我国正在开展的工程建设标准改革工作，旨在提升工程建设标准体系的整体性和系统性，采取了构建强制性标准体系、优化完善推荐性标准、培育发展团体标准、强化标准质量管理和信息公开等措施，并从加快制定全文强制性规范、精简整合推荐性标准、引导团体标准加大供给和推动标准国际化四个方面推进，使标准化改革取得实效。
Abstract:
This paper introduces the development including the ongoing reform of construction standards in China, analyzes a series of problems existing in the current engineering standard system, such as decentralized mandatory provisions, single standard supply channel, restriction of backward technical standards on innovation, and backward standard internationalization level. In order to improve the integrity and systematization of construction standard system, measures such as constructing mandatory standard system, optimizing recommended standards, developing group standards, strengthening standard quality management and information disclosure have taken measures. In addition, the standardization reform has achieved practical results by accelerating the formulation of full-text mandatory standards, integrating recommended standards, guiding the supply of group standards and promoting the internationalization of standards.
