摘要:
污水管网改造项目具有复杂性、高投入性和系统性的特点。常用的建设模式包括PPP模式、EPC模式、EPCO模式、施工总承包等，其合适的建设模式是地方政府重点考虑的问题。基于污水管网改造项目的必要性和特点，结合政策导向、政府财力、项目进度要求等因素的综合分析，对比研究了不同建设模式的优缺点及实施步骤，可为污水管网改造项目的实施提供借鉴。
Abstract:
Sewage pipe network reconstruction project has the characteristics of complexity, high investment and systematization. The commonly used construction modes include PPP mode, EPC mode, EPCO mode, general construction contract, etc., and the appropriate construction mode is the key consideration of local government. Based on the necessity and characteristics of sewage pipe network reconstruction project, the advantages and disadvantages of different construction modes and implementation steps were compared by comprehensive analysis of policy guidance, government financial resources, project schedule and other factors, which aimed to provide reference for the implementation of sewage pipe network reconstruction project.
