摘要:
为保障污水系统的稳定运行和强化污水溢流控制提供理论支撑，对重庆市污水溢流污染控制中存在的问题进行了分析和总结。结果表明，重庆市污水溢流产生的主要原因有雨水和河道水等客水进入污水系统、污水管网淤积堵塞、截流倍数难以满足日益严格的溢流控制要求、区域过度开发，溢流污染控制中存在的主要困惑有控源截污盲目截污、实际溢流与环保严控的矛盾、溢流控制标准不明确、溢流控制措施落地难。为此，提出了开展溢流污染控制的建议，包括规范化管理溢流口、科学引导溢流污染控制、开展溢流污染控制专项行动等。
Abstract:
In order to provide theoretical support for ensuring the stable operation of the sewage system and increasing the control of sewage overflow, the problems existing in the pollution control of sewage overflow in Chongqing are analyzed and summarized. The main causes of sewage overflow in Chongqing including rainwater, river water and other water entering the sewage system, sewage pipe network siltation and blockage, the difficulty of the interception multiple to meet the increasingly strict overflow control requirements, and regional overdevelopment. The blind interception of source control, the contradiction between actual overflow and strict environmental protection control, unclear overflow control standards and difficult implementation of overflow control measures are the main obstacles in overflow pollution control. Some suggestions are put forward to carry out overflow pollution control, including standardized management of overflow outlets, scientific guidance of overflow pollution control standards and special actions for overflow pollution control.
