- 近年来,我国很多城市在汛期发生了严重的内涝,城市“看海”成为城市规划建设领域的痛点,引发了社会广泛关注。香港是全世界降雨量最大的城市之一,且城市建设密度极高,曾经也饱受城市内涝的困扰。自1989年以来,香港通过建立制度保障,久久为功,因地制宜,分区施策,综合采取山洪截流、雨洪调蓄、河渠疏浚整治、排水管渠改造、泵站强排、源头雨水径流控制以及应急预警等工程措施和非工程措施,极大地改善了城市内涝问题,可为内地高密度建成区内涝治理提供借鉴。
- Abstract:
- In recent years, serious floods have occurred in many cities of China during the flood season, making urban floods a pain point in urban planning and construction, which has aroused extensive concern in the community. Hong Kong is one of the cities with the highest rainfall in the world, and with a high density of urban construction, suffering from urban flooding. Since 1989, Hong Kong has greatly improved the problem of urban flooding through the establishment of institutional safeguards, long-term efforts, and a combination of engineering and non-engineering measures such as flash flood interception, rainwater storage, river and channel dredging, drainage rehabilitation, pumping stations, source stormwater runoff control and emergency warning, which can serve as a reference for the management of flooding in many high density built-up areas in other cities of China.
