- 为提升合流制溢流污染控制系统的运行效能,持续改善水环境质量,结合黑臭水体治理、城镇污水处理提质增效等上位政策的要求,选择与溢流污染控制相关的排水设施以及溢流污染产生的环境影响等方面的相关指标,提出了溢流污染控制系统评估的指标体系,并建立了基于模糊综合评价法的效能评估方法;同时,以滇池流域北片排水分区作为案例区,进行了溢流污染控制系统的效能评估。从各指标的评价结果来看,案例区合流制溢流污染控制系统整体效能偏低,评估结果不容乐观,现状设施效能亟待提高。基于效能评估结果可识别片区溢流污染控制短板,明确片区的溢流污染控制重点,并为片区溢流污染控制体系的完善提供支撑。
- Abstract:
- To enhance the operational efficiency of the combined sewer overflow pollution control system and continually improve water environment quality, the drainage facilities related to overflow pollution control and environmental impact indicators caused by overflow pollution were selected in line with upper-level policies such as black and odorous water treatment and urban wastewater treatment for quality and efficiency improvement. Furthermore, an index system for evaluating the overflow pollution control system was proposed and an effectiveness evaluation method based on fuzzy comprehensive evaluation was established. Simultaneously, the efficacy of the overflow pollution control system was assessed using the drainage area of the northern part of Dianchi basin as a case study. Based on the evaluation results of each parameter, the overall operational efficiency of the overflow pollution control system in the specified area was suboptimal, and the assessment outcomes were not promising, indicating a need for enhancement in current facility efficiency. The results of the efficiency evaluation could help identify the shortcomings in overflow pollution control within the area, clarify key points for controlling overflow pollution, and support improvements to the local overflow pollution control system.
