- 结合2021年广东省农村生活污水处理设施摸底调查和近3年对各地运维制度、运维资金和运维模式的调研,系统梳理了广东省农村生活污水处理设施建设情况及运维现状,基于运维过程全生命周期确定了影响可持续运维的主要因素,指出实现可持续运维至少应考虑规划、设计、建设、运维和后运维5个环节。同时,结合广东省农村生活污水处理设施现阶段的运维管理改善举措,提出健全的运维管理机制是运维可持续的关键,包括清晰的责任分工、完善的运维管理制度、充分的资金保障及有效的监督考核,并基于供给与需求视角深入剖析三种运维模式的优化提升路径,提出长效运维管理必须平衡政府、企业和农户三者之间的供给与需求,强化多中心治理、多元化参与,协同运维模式是降低运维成本并保障运维质量的有效措施。
- Abstract:
- Based on a provincial investigation of rural domestic sewage treatment facilities conducted in 2021, along with research on maintenance systems, funding, and modes over the past three years, this paper summarizes the construction and maintenance status of rural domestic sewage treatment facilities in Guangdong Province. Key factors affecting sustainable maintenance were identified through a life cycle analysis, indicating that the establishment of sustainable maintenance should consider at least five aspects: planning, design, construction, maintenance and post-maintenance. Additionally, combined with the current maintenance management improvement measures in Guangdong Province, the paper proposes that a well-developed mechanism is the key to realize sustainable maintenance management, including clear division of responsibilities, good maintenance management system, sufficient financial guarantee and effective supervision and assessment. The optimization paths for the three governance models are also deeply discussed from the perspective of supply and demand. To build a stable maintenance management system, the supply and demand among the government, enterprises and farmers should be well balanced, and the multi-center governance and diversified participation are also strengthened. It is indicated that the collaborative maintenance model is an effective measure to reduce maintenance costs and ensure quality.
