- 以泉州市主城区为研究对象,系统探索城区污水提质增效的实施路径与核心着力点。提出“智慧统筹-排查先行-设计引领-阶段施工-专区专养”的治理理念,通过构建“水务大脑”统筹平台整合多源数据,基于全域排水系统排查诊断结果,从规划设计视角部署泉州市污水提质增效方案;关键节点优先施工,重点区域兵团作战,并建立区级排水设施专职养护机制。该工程实施后有效提升了泉州主城区污水收集处理效能和内沟河水质,为同类城市污水提质增效工程提供了可复制的实践范式。
- Abstract:
- Taking the main urban area of Quanzhou as the research object, this study systematically explores the implementation pathways and key focuses for urban sewage quality and efficiency improvement. It proposes a governance philosophy of “smart coordination, investigation first, design-led, phased construction, designated maintenance”. By constructing an integrated platform of the “water management brain” to consolidate multi-source data, and based on the findings of a comprehensive drainage system investigation and diagnosis, the sewage quality and efficiency improvement plan for Quanzhou is deployed from a planning and design perspective. Priority construction is given to critical nodes, concentrated operations are conducted in key areas, and a dedicated district-level maintenance mechanism for drainage facilities is established. This project has effectively enhanced the efficiency of sewage collection and treatment and improved the water quality of inner river channels in the main urban area of Quanzhou, providing a replicable practical paradigm for similar urban sewage quality and efficiency improvement projects.
