- 针对山地城市自然生态本底特性,运用国土空间系统规划思维,基于宏观、中观、微观三大视角,融合生态、环境、安全三大基础学科,立足水土-水城-水系三大空间层级,构建山地城市国土空间水生态安全评价方法。厘清山、水、城生态耦合关系,锚定水土联控-水城相融-水系联动三大核心功能,对标生态文明、环境友好、安全韧性、山地适用四大要求,聚焦源-屏-城-岸-系-流六大生态维度,围绕涵水-养水/保水-护水/循水-理水/持水-治水/疏水-导水/活水-净水十二大水行动,建立山地城市国土空间“三层级、四特性,六维度、十二行动”的水生态安全评价体系。开展典型山地城市实证研究并提出“水土”是维护山地水生态安全的重要屏障,“水城”是制约山地水生态安全的关键环节,“水系”是维系山地水生态安全的生命通道,需分层分级判定“水土”“水城”“水系”潜在风险,因地制宜、因水施策。
- Abstract:
- According to the natural ecological characteristics of mountainous cities, this study employs systematic territorial spatial planning thinking, based on macro, meso, and micro perspectives, and integrates three fundamental disciplines: ecology, environment, and safety. Grounded in the three spatial levels of soil and water—water and city—water systems, it constructs an evaluation method for water ecological security in the territorial space of mountainous cities. The research clarifies the ecological coupling relationships among mountains, water, and cities, anchors three core functions: integrated soil-water control, harmonious water-city integration, and coordinated water system interaction, and aligns with four major requirements: ecological civilization, environmental friendliness, safety resilience, and suitability for mountainous areas. Focusing on six ecological dimensions-source, barrier, city, shore, system, and flow—and centering on twelve water-related actions—water conservation and nurturing, water retention and protection, water circulation and management, water maintenance and treatment, water drainage and guidance, and water revitalization and purification, this study establishes a water ecological security evaluation system for mountainous cities’ territorial space, characterized by “three levels, four attributes, six dimensions, and twelve actions”. Through empirical research on typical mountainous cities, it proposes that “soil and water” serve as a crucial barrier for maintaining water ecological security in mountainous areas, “water and city” represent a critical link constraining water ecological security, and “water systems” constitute the lifeline for sustaining water ecological security. It emphasizes the need for hierarchical risk assessment of “soil and water”, “water and city”, and “water systems”, with tailored measures based on local conditions and water-specific strategies.
