- 针对传统水务分散运行模式向“城市水管家”集控模式转型中面临的空间位置、信息获取、人力布置及事故风险等约束条件变化,本文提出一套适用于厂网河多业态一体化集控运行的业务设计方案。该方案确立报警“少而精”、操作多级确认、巡检由“过程”转“状态”、应急处理前置等设计原则,并据此对事故报警、设备监控、数字与人工巡检、集中化验及应急处理5大核心业务流程进行标准化重构。该设计方案已在六安水管家集控中心工程中用于给排水及污泥处置的跨业态集中调度,证明该模式可有效实现降本增效与风险管控,具备可复制推广价值。
- Abstract:
- In response to the changes in constraints such as spatial location, information acquisition, manpower allocation, and accident risks during the transition from traditional dispersed water operation to the “Urban Water Steward” centralized control mode, this paper proposes a centralized operation business design scheme suitable for the integration of plants, networks, and rivers. The scheme establishes design principles including “few but precise” alarms, multi-level confirmation for operations, a shift from “process” to “state” for inspections, and pre-positioned emergency handling. Based on these principles, five core business processes—accident alarms, equipment monitoring, digital and manual inspections, centralized laboratory testing, and emergency response—were reconstructed and standardized. This design has been applied in the Lu’an water steward centralized control center project, achieving cross-sector centralized dispatching of water supply, drainage and sludge disposal. This mode effectively achieves cost reduction, efficiency improvement, and risk control, demonstrating significant value for replication and promotion.
