- 城市合流制排水系统的改造与溢流控制涉及一系列对城市发展的重大和长期影响,需要从全局考虑,经科学、系统性分析和评估后慎重决策。从法律法规与管控机制、政策要求、规范标准与技术指南、相关专项规划等方面分析当前需重点突破的瓶颈问题,提出国家总体策略进一步完善的重点。分析了我国典型城市主要控制策略的选择与分类,提出城市“合改分”与合流制溢流控制的科学决策,需明确城市合流制及相关排水系统现状条件与关键问题、主要的限制性因素,合理制定排水系统污染负荷削减目标,评估控制策略可实施性、效果与代价,优化选择合流制溢流控制技术策略,并构建控制策略的实施保障与调整机制。
- Abstract:
- Urban combined sewer system retrofit and overflow control involve a series of long-term and major impacts on urban development. So a careful determination should be made through scientific and systematic analysis and assessment from the whole prospect. The bottleneck issues in terms of laws, regulations and control mechanism, policy requirements, standard and technical guide, relevant special planning were analyzed, and the key improvement focus were put forward. The typical strategy selection and classification of typical cities in China were analyzed. Then, the key elements of scientific determination for urban “combined sewer separation” and CSO control strategies were put forward, which included clear clarification of the current situation, key issues and major limiting factors of urban combined sewer and relevant drainage system, setting reasonable targets of pollution load reduction of drainage system, assessment of strategy implementability, effects and cost, optimization of technical strategy, establishment of implementation guarantee and adjustment mechanism.
