- 水环境治理是生态文明建设的重要内容,国内经过多年的探索、实践和总结,流域污染治理的思路也不断进行调整、修正和优化。针对水环境污染这个最大的环境问题,深圳市积极推进“厂-网-河-城”全要素治理模式,通过厂网联动、河网联动、上下游联动、市政水务设施联动等实现全流域、全要素治理,取得了良好效果。以深圳河流域为例,介绍了“厂-网-河-城”全要素治理理念,通过全要素现状评估和污染负荷评估,针对各要素提出对策措施,为国内其他城市流域污染治理提供参考和借鉴。
- Abstract:
- Water environment control is an important part of the construction of ecological civilization. After years of exploration, practice and summary, the ideas of river basin pollution control have been constantly adjusted, revised and optimized. In view of the biggest environmental problem of water environmental pollution, Shenzhen has actively promoted the whole factor control model of “plant, network, river and city”, and achieved good results through plant-network linkage, river-network linkage, upstream and downstream linkage, municipal water facilities linkage and so on. Taking the Shenzhen River basin as an example, the concept of “plant,network,river and city” whole factor management was introduced. Through the assessment of the factor status and the pollution load, countermeasures were proposed for each factor, so as to provide reference for pollution control in other cities in China.
