- 我国城市公共供水管网漏损治理已取得一定成效,但由于缺乏系统化实施方案的指导,仍然面临着机制不健全、底数不清、工程措施碎片化等问题。漏损治理是一项包含制度体系和工程体系建设的系统工程,编制系统化实施方案对于开展漏损治理工作至关重要。方案的编制首先要摸清漏损底数,通过水平衡分析准确查找问题根源,并制定系统科学的治理工程体系,开展工程实施适宜性评价,明确实施路径;其次,要通过政府、企业和外部技术力量的多方合力破解实施过程中的技术与管理难题,并建立政府和企业实施保障机制,激发内生动力。
- Abstract:
- The water loss control of urban public water supply network in China has achieved certain results, but due to the lack of guidance of systematic implementation scheme, it is still faced with problems such as imperfect mechanism, unclear basic data, and fragmentation of engineering measures and so on. Since water loss control is a systematic project including the construction of system and engineering system, the preparation of systematic implementation scheme is very important for it. Firstly, it must find out the basic data of water loss to accurately determine the root cause of the problem through water balance analysis, formulate a systematic and scientific treatment engineering system, carry out the suitability evaluation of project implementation and clarify the implementation path. Secondly, it should solve the problems in the process of technology implementation through the joint efforts of government, enterprises and external technical forces and establish implementation guarantee mechanism to stimulate the endogenous motivation.
