- 当前成都市以服务公园城市示范区和成渝地区双城经济圈国家战略为目标,全面推进彰显水的魅力价值的“天府蓝网”总体愿景,努力开创治水新局面。针对四川都江堰灌区河流水情特征及成都平原地域特点,以成都市毗河金堂段小流域为研究对象,对流域治理方案进行了探索。通过强化流域治水顶层规划设计,提出保障城市防洪安全、严控上游输入污染、促进排水系统提质增效、提升滨水环境品质、完善水务管理水平等治理策略,系统推动流域生态环境功能修复与质量改善。目前,流域内治水工程及管理措施已逐步发挥效能,顺利完成阶段治水目标。
- Abstract:
- At present, Chengdu aims to serve the national strategy of park city demonstration zone and Chengdu-Chongqing Twin City Economic Circle, comprehensively promote the overall vision of “Tianfu Blue Network” that highlights the charm value of water, and strive to create a new situation of water control. According to the characteristics of the river water situation in Dujiangyan irrigation area of Sichuan Province and the regional characteristics of Chengdu plain, the management scheme of the small watershed of Pihe River Jintang section in Chengdu was explored. The remediation and quality improvement of watershed ecological environment function was systematically promoted by strengthening the top-level planning and different strategies, such as ensuring the safety of urban flood control, strictly controlling upstream input pollution, promoting the quality and efficiency of drainage system, improving the quality of waterfront environment, and improving the level of water management. At present, the water control projects and management measures in the watershed are gradually exerting their effectiveness, and the phased control target has been successfully completed.
