- 在“双碳”目标与“两重”“两新”重大战略实施背景下,城镇水务行业处在从“工程建设”向“系统治理”、从“规模扩张”向“质量提升”转型的关键机遇期。面对新时期改革任务,建议城镇水务行业紧扣党的二十届三中全会、中央经济工作会议、全国住房城乡建设工作会议精神与改革要求,以政策为导向,以创新为动力,从技术、经济、市场三个方面协同发力,明确下一步工作方向,探索行业高质量发展路径。
- Abstract:
- Against the backdrop of the “carbon peaking and carbon neutrality” goals and the major strategies such as “national major strategies and security capabilities in key areas” and “large-scale equipment upgrades and trade-in of consumer goods”, the urban water sector is facing a critical opportunity period for transformation: shifting from “engineering construction” to “systemic governance” and from “scale expansion” to “quality improvement”. In response to the reform tasks in the new era, the urban water sector should closely align with the guidelines and reform requirements of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the Central Economic Working Conference, and the National Housing and Urban-Rural Development Working Conference. Guided by policy and driven by innovation, the sector must comprehensively advance the coordinated development of technological, economic, and market dimensions, clarify future work directions, and provide a pathway for high-quality industry development.
