- 《城镇污水处理厂污染物排放标准》(GB 18918—2002)的颁布执行,有效促进了污水处理设施的建设和运行,对改善水环境质量发挥了重要作用。但在该标准执行过程中存在“一刀切”导致的标准分级失效、取样评价的执行偏差,以及过度提高标准所引发的碳排放增加和消毒副产物等隐性风险。重点探讨了如何科学发挥标准的作用,并建议从强化分级排放标准体系、放宽微生物指标排放限值、明确取样评价体系、嵌入碳排放核算与资源化导向4个方面提升标准的科学性实施水平,以更好地适应我国水环境管理的实际需求,推动城镇排水行业的高质量发展。
- Abstract:
- Since its promulgation, the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB 18918-2002) has effectively promoted the construction and operation of wastewater treatment facilities, playing a significant role in improving water environment quality. However, during the implementation of the standard, issues have arisen, including the failure of its graded standards due to “one-size-fits-all” enforcement, deviations in sampling and evaluation practices, and hidden risks such as increased carbon emissions and hazardous disinfection byproducts caused by excessively stringent requirements. This paper focuses on how to scientifically leverage the role of the standard. It proposes enhancing its scientific implementation in four key aspects: strengthening the graded discharge standard system, relaxing emission limits for microbial indicators, clarifying the sampling and evaluation system, and embedding carbon emission accounting alongside resource-oriented approaches. These improvements aim to better align with the practical needs of China’s water environment management and promote the high-quality development of the urban drainage sector.
