- 对排水系统的高质量运营管理,需从法规、技术标准等诸多层面,确定参与各方的责任、工作内容和工作标准。基于对德国排水管网系统的调研和实践,全面梳理了欧盟层面、联邦层面、州政府层面对排水设施运行管理的法律法规,以及各行业协会之间制定和执行的相关技术标准,探讨了法律法规授权与标准执行之间的关系,深入阐述了排水管网运营管理的主要相关标准和主要内容。
- Abstract:
- The high-quality operation and management of sewer systems requires the establishment of the responsibilities for all parties involved, work content, and work standards,which are regulated through multiple aspects, especially legal regulations, and technical standards. Based on systematic research and practice related to the German sewer system, a comprehensive review of the legal regulation for the operation and management of sewer facilities has been conducted. This review covers the EU level, the federal level, and the state government level, providing the foundation for the establishment and enforcement of technical standards by various industry associations. The relationship between legal authorization and the implementation of technical standards has been discussed. Additionally, an explanation of the main relevant standards and their key contents regarding the operation and management of sewer networks has been provided.
