摘要:
双线（河道蓝线与河道管理范围线）的划定与落实对河道水系的保护发挥了重要作用，但是河道蓝线和管理范围线分别由规划自然资源部门和水务部门组织划定，其在划定对象、划定标准和划定方案上存在较大差别，进而对各层级国土空间规划的编制、土地出让及开发等城市建设行为造成较大影响。结合深圳市河道蓝线与管理范围线划定与实施方面存在的经验与问题，在深汕特别合作区探索 “双线合一”划定方法，助力深汕高速城市建设，为深圳市其他行政区和类似城市“双线合一”提供参考。
Abstract:
The delineation and implementation of the river blue line and river management boundary line have played an important role in protecting river systems. However, since the river blue line and river management boundary line are organized and delineated by the planning and natural resources department and the water affairs department, respectively, significant differences between the “two lines” in terms of designated objects, designated standards, and designated plans. These discrepancies can have a considerable impact on urban construction activities, such as the compilation of land spatial planning and land transfer at all level. Based on the experiences and challenges encountered in the delineation and implementation of the river blue line and river management boundary line in Shenzhen, it explores the delineation method of “integrated dual-line” in Shenzhen-Shanwei Special Cooperation Zone. This effort aims to support the urban development of Shenzhen and Shanwei, and provides a reference for other administrative regions in Shenzhen and similar cities.
