- 结合重庆悦来新城海绵城市试点建设情况,针对公共和非公共两类不同属性的海绵设施运维管理机制存在的问题,着眼顶层设计整理提出相应考核激励解决对策建议。针对实体维护效果欠佳等问题,结合悦来新城海绵实体维护经验做法和创新先行实践情况,总结提出了强化事前预控源头管理、统筹落实事中维护标准、完善事后考核评估机制的全过程管理技术策略。同时,通过梳理悦来海绵监测信息平台的系统功能架构、监测指标要求及布局实现情况,结合平台模拟计算、监测数据应用和融合智慧城市引入报事管理,着重阐述其在海绵城市规划建设和运营维护管理中发挥的数字化支撑作用,以实现海绵城市管理信息的流转互通和远程管理,高效支撑反馈指导现场维护,以期对海绵城市长效运维管理、考核评价和后期持续改进提供参考。
- Abstract:
- Based on the pilot construction of sponge city in Chongqing Yuelai New Town, this paper focuses on the arrangement of top-level design, aiming at the problems existing in the operation and maintenance management mechanism of public and non-public sponge facilities with different attributes, and proposes the corresponding assessment and incentive solutions. In view of the poor entity maintenance effect and other problems, combined with the experience and innovative practice of sponge city facility entity maintenance in Yuelai New Town, this paper summarized and put forward the whole process management strategy of strengthening the pre-control source management, coordinating the implementation of maintenance standards in the process, and improving the post-assessment and evaluation mechanism. Meanwhile, by sorting out the system function structure, monitoring index requirements, as well as layout and implementation of Yuelai’s sponge monitoring information platform, and considering the platform simulation calculation, monitoring data application and report management introduced by integrated smart city, it shows that the information platform plays a digital supporting role in the planning, construction, operation and maintenance management of sponge city. Thus, it could realize the interchange and remote control on the sponge urban management information, and provide efficient support feedback to guide on-site maintenance. This paper is of great significance to the long-term operation and management of sponge city, and to the later evaluation and continuous improvement.
