- 随着标准化改革不断深入,团体标准因其能够紧密连接市场和创新需求、编制期短等优势,已成为标准化工作的重要支撑和行业创新源泉。为了更好地响应水行业市场变化和饮用水安全保障技术的不断进步,满足社会对标准的多样化和多层次需求,对比研究了中国和美国在饮用水安全保障领域团体标准的法律保障、组织架构、体系特点等。借鉴美国的成功经验并结合我国实际需求,指出当前我国饮用水安全保障团体标准的发展尚处于初步阶段,既要查缺补漏,通过精准承接创新技术推广的需求、主动吸纳国际标准等多种方式补充相关标准以支撑行业发展和科技创新,又要进一步完善团体标准管理体制,建立监管协调机制,构建评价体系,使团体标准逐步壮大,更好地带动饮用水行业健康发展。
- Abstract:
- With the in-depth implementation of standardization reform, group standards have become an important support for standardization work and a source of innovation for the industry, because of their advantages such as closely linking the market and innovation requirements, as well as short preparation period. In order to better respond to the market variations of water industry and the continuous progress of drinking water security technology, and meet the diversified and multi-level demands of the society for standards, this paper analyzes the legal guarantee, organizational structure and system characteristics of group standards in the field of drinking water security between China and the United States. It can be concluded that the development of group standards for drinking water safety in China is still in the preliminary stage. On the one hand, we should bridge the gaps and supplement relevant standards to support the industry development and science and technology innovation through accurately meeting innovation technology demand and actively absorbing the international standards. On the other hand, we should further perfect the group standard management system, establish regulatory coordination mechanism, set up evaluation system, and gradually expand the group standards, so as to better promote the healthy development of the drinking water industry.
