- 城市径流污染是城市地表水体污染的重要成因,加强城市径流污染控制对于推进城市水环境治理工作具有重要意义。基于厦门市海绵城市建设径流污染治理的实践经验,采用“正向赋值、逆向校核、循序优化”的方式,兼顾陆域地表水体水质目标的可达性和源头、末端措施的可实施性,提出了规划层面各地块、各汇水分区径流污染控制指标的确定思路与方法,同时从项目建设、片区开发两个层面提出了径流污染控制指标的管控策略与流程,可为今后进一步加强海绵城市径流污染控制提供技术支撑与参考。
- Abstract:
- Urban runoff pollution is a major factor contributing to urban surface water pollution. Therefore, enhancing the control of urban runoff pollution holds immense significance in promoting urban water environment management. Based on the practical experience of runoff pollution control of sponge city construction in Xiamen, this paper proposes the ideas and methods for determining the runoff pollution control indicators of each block and catchment area at the planning level, adopting the methods of “forward assignment, reverse check and orderly optimization”, and also thoroughly considers the accessibility of surface water quality objectives and the feasibility of the measures at the source and end of the area. In addition, the control strategy and process of runoff pollution control index are proposed from the two levels of project construction and area development, which can provide technical support and reference for further strengthening the runoff pollution control of sponge city in the future.
